LICT: Leveraging ICT for Employment and Growth – Assessment Portal

Overview

LICT is a government initiative to train IT professionals in Bangladesh on Industry 4.0 technologies such as AI, IoT, Blockchain, Robotics, and Big Data. To help industries access skilled professionals, a web-based assessment portal was developed to evaluate participants’ skills in a standardized and secure way.

The portal ensures that tests are conducted in-person at approved centers, provides online certification, and allows both individuals and authorities to track progress and results efficiently.

• Rapid globalization created high demand for highly skilled professionals.

Solution

A web application using Moodle LMS was developed with the following features:

Assessment Features:

• Question Bank & Question Set Generator: MCQ, True/False, Written, and Coding tests.

• Randomized and secure question sets for each exam.

• Grading & pass/fail mechanisms with identity protection for participants and assessors.

• Time-bound questions with scoring and penalties for multiple attempts.

Data Management:

• REST API integration for registration, profiles, and certificate publishing.

• Export/import mechanism for quizzes and participants.

• Dynamic CMS for question uploads, tagging, search, and downloads.

Authentication & Security:

• Role-based credentials, encryption of IDs/passwords, and password policies.

• User log management and application-level security.

• On-demand Helpdesk support (layer-2).

Certification Portal:

• Online certificate generation, sharing, and download.

• Certificate verification mechanism for authenticity.

Online Exam Integrity:

• Proctoring features with random screenshots and video recording.

• Secure and monitored exam environment.

Language Support:

• Full support for Bengali Unicode fonts.

• Content available in English and Bengali.

System Architecture:

• Cross-browser compatible, responsive, and scalable.

• Flexible, extendable, and multi-tenant for future growth.
